docs: remove 0.11.0 in changelog (#171)

Due to a [ci
failure](https://github.com/smartcontractkit/chainlink-deployments-framework/actions/runs/15549473823),
version 0.11.0 never existed, the changes are released in 0.12.0,
updating the CHANGELOG.md accordingly
