First Release

We're happy to cut our first release for this repo after many months of hard work. This marks the occasion as we work on moving tests into the main chainlink repo and make them a regular part of the CI process. We also hope that more projects, both within and outside of the chainlink project can utilize this framework for their own testing needs.
