Lesson 7: Contract doesn't seem to be deploying to testnet

When I run the following comand:
yarn hardhat deploy --tags fundMe --network sepolia
I get the following response:

Nothing to compile
No need to generate any newer typings.
Done in 3.04s.

This command should be able to deploy the contract to Sepolia. Why is it not?
When I run yarn hardhat deploy, it deploys to both local and testnet but the testnet address is from an already existing entry on the testnet block explorer and the TX hash doesn't exist:

It works when i run yarn hardhat deploy --network sepolia. I am not sure why it didn't with the --tags

I think you have to add ”” to the tag like this yarn hardhat deploy --tags “fundMe” --network sepolia
