SetMediaClockTimer (<enableSeek>), OnSeekMediaClockTimer

Description:

As a user I want to be able to rewind and fast-forward throughout a song or podcast by dragging cursor on the progress bar on HMI.

Detailed description:

• There is a new parameter enableSeek for SetMediaClockTimer in the Mobile and HMI APIs that allows the Seek feature to exist.
• There is a new notification named OnSeekMediaClockTimer in the Mobile API and HMI APIs that will send the new start time to the app.
