Protocol tests "RestJsonHttpWithEmptyStructurePayload" and "RestJsonHttpWithHeadersButNoPayload" are failing because we currently have no special handling for empty structure with
@httpPayloadin restJSON protocol.Also removed one redundant check in RequestSerializer.
