Support more tracing events in aws-sigv4 #4374

Follow-up from #371. It's sometimes extremely useful/important to be able to debug the signing phase of a request, to rule out particular issues causing a SignatureDoesNotMatch. The --debug flag of awscli is super helpful for this, but when the issue is specific to the Rust SDK there isn't much detail.
