Automate the `compileBdd` transform on the models in `smithy-rules-engine-tests`

#2953 introduce a transformation to simplify compiling BDDs for models with endpointRuleSet traits. This transformation should automatically be applied, or available via a simple toggle, for the test models in the smithy-rules-engine-tests package so users get endpointBdd traits to perform their testing.

Ideally the update would also include documentation on the best way to consume the models since that isn't clear to me at first glance.

I already discussed this work with @sugmanue so I think it is planned, this issue is mostly for tracking purposes since it came up in the Rust BDD PR review smithy-lang/smithy-rs#4433 (comment)
