Bump scala to latest 2.13 Scala

Hi all, the current version of the library is based on Scala 2.13.8 and it includes the critical security vulnerability [CVE-2022-36944](https://www.mend.io/vulnerability-database/CVE-2022-36944). Can anybody please bump it to the latest version to solve the vulnerability? This vulnerability prevents us from adopting the library.
