featured sponsor block

For certain sponsor levels we have need to show them more prominently than just the marquee. I tried to add more prominent sponsor block using the rich text block, but it didn't really fit. Can we add a row either just above or just below the current block where i can put 1-3 logos (linked to the sponsor page) max that do not rotate?

Here's an idea:

Sponsors are created per event, which means we can configure a Sponsor per event. Some years it may be "featured" some years it may not be.

I can add a "Featured" flag (toggle) to the Sponsor entity type to "Feature" that sponsor for that event.

Then, in the component that's rendered, I can sort first by featured, then randomly.
