Check Which OS Is Running Locally

The local_run.bat file runs in Windows environment, what if user is running Linux or Mac OS?

• if the output is win32, run local_run.bat, if output is linux (or Mac equivalent) execute bash script
• create bash script to mimic commands in local_run.bat

I accidentally opened a new issue based on one of your points here, sorry about that!
I think the best thing to do here would be to just provide a bash script alongside the bat file, and just have them available in the root dir of the repo. Those scripts themselves are just for testing/running locally and need to be invoked directly, they arent initiated with Python. Good idea though about providing a solution for linux/mac.
