Force latest release commit update with same tag

In a repo of mine I'll use always the same tag `latest` for semplicity but with `softprops/action-gh-release@v2` the release commit and source files arent updated and the only things that are updated are the `description` and the `uploaded files`.

Please add a parameter/arg or something to override the latest release commit sha and the source files.
