chore(deps): bump undici and @angular-devkit/build-angular in /frontend

Removes [undici](https://github.com/nodejs/undici). It's no longer used after updating ancestor dependency [@angular-devkit/build-angular](https://github.com/angular/angular-cli). These dependencies need to be updated together.

Updates `@angular-devkit/build-angular` from 18.0.2 to 18.2.19
