Frequent false negatives with `repo-uses-issues` and `repo-pull-requests-enabled` in some repositories

The metrics repo-uses-issues and repo-pull-requests-enabled are frequently returning false negatives (showing negative but they exist / should be true). This is likely due to underlying API requests being turned down or a change in the data structure. Odd part is the infrequency (doesn't seem to happen for all repos).
