Update semantic highlighting and inlay hints with server side change

Currently during the state change (something change on the server side only, not the editor side), we make editor request new code lens and diagnostics, but we don't make it update the semantic highlighting and inlay hints.

In the main loop here, we update diagnostics and code lenses, but we don't do the same for semantic highlighting and inlay hints.

so this way, in case of server state change, not only diagnostics and code lenses would be updated, but also we would make the client to refresh the semantic highlighting and inlay hints
