Revise `Staking on Solana` section

Working on a staking application for a validator the past months, I've found the docs on Solana staking to be unclear about how they work. I'll be sending a PR revising the section if there isn't any ongoing work.

Ideally, the new doc would be a one-pager so that it's simple. Here is a rough outline of how I want it to look like:

1. Introduction (What is staking?)
2. Delegating SOL
3. Deactivating stake
4. Splitting stake accounts
5. Merging stake accounts
6. Changing authorities

Then I'll go through concepts like lockups, warmups, cooldowns, etc as they're relevant in each step.

Let me know if you agree with the plan. I'm writing the doc as we speak.

We have https://solana.com/staking today and it's top for SEO on Google for "Solana Staking". It could use even better information though.

Could you make an outline of the updates you would make to that specific page and what it would look like @datasalaryman ?

@jacobcreech is that the page for devs to understand staking or is that for the general public?

I meant initially to change the dev docs here https://solana.com/docs/references/staking. But if you feel like it would be a good idea to update https://solana.com/staking as well, we can lump it into this issue.
