* deps: Bump all solana deps

#### Problem

With the semver trick, a lot of the dependency upgrades require a little
manual work to upgrade the tricked crates too.

#### Summary of changes

Bump solana deps, including tricked crates.

* Revert 3.1 -> 3.0

* Add agave-unstable-api feature
