deps: Bump to all solana v2.2 (#112)

#### Problem

The v2.2 crates are available, but memo still uses v2.1.

#### Summary of changes

Bump the sdk crates to v2.2.1 and the agave crates and installation to
v2.2.0. At the same time, bump up the rust versions.
