Unable to update new time entries with set billable rate. Only all entries.

Steps To Reproduce

1. Update whatever time entry. Project, task, or member.
2. Have no option to only update new entries. Only all.

This is currently not possible. Our billable rates are calculated based on the billable status and the effective billable rate of the member/project/organization, so they are reproducable and recomputable. In order to keep this behaviour/properties, we'd have to introduce time ranges for the billable rates.

I'll convert this into a feature request / discussion.
