Add documentation

Add a documentation for:

- how to install the library
- how to publish new versions of llvm-j and llvm-lib to ivy

and improve the readme to give a quick overview.
Make clear that this project includes two modules, llvm-j and llvm-lib.

We should also mention the importance of using correct LLVM versions.
