Vertical Tab bar seems to have a smaller bar within

When enabling vertical tabs and the hover option. There looks to be a bar on the side that when you hover expands, but then it grows to the full height of the window. When moving your cursor off of the vertical tab bar you can see it shrink back down to the same size and then go away. It's almost like it's resizing the bar over and over. How can I make it just the size of the smaller without resizing to fit the whole height of the window?
