ultima.tabs.horizontal.under.navbar NOT WORKING

• ⚪ My Browser is Librewolf (fork).
• My OS (operating system) is Windows.
• My OS (operating system) is Linux.
• My OS (operating system) is Mac.
• My Browser is on the latest version.

The Issue:

I have ultima.tabs.horizontal.under.navbar option disabled and restarted the browser twice. But the tab bar is still over the url bar
