The version necessary for latest LTS is not available and goes to a 404 - where is URP 15?

Use the URP14 version for URP15.

URP's 10 / 12 / 14 / 17 are the versions that have the key URP shader function changes and need new shaders. There never needed to be a specific URP 15 version.
