"Clear server content" should probably just fully delete the DB file #270

So many issues such as malformed database errors and most recently "access denied" errors (https://discord.com/channels/310555209753690112/790656972801572905/1463958520217997352 https://discord.com/channels/310555209753690112/790656972801572905/1463937704143355914 https://forum.spacestation14.com/t/what-is-this-error-how-do-i-fix-it/26102 #271) are solved by just fully nuking the content DB files and making a fresh copy.
I believe we should just be deleting the sqlite file instead.
