Add Observation drop down menu to exposure and detector level pages

Issue JWQL-287 was created on JIRA by Bryan Hilbert:

Requested by Jonathan Aguilar , because coron observations typically have 2 linked observations, and having the Observation drop down would make it easier to switch between the two observations.
