Add 3.14 support

We're now blocked by what looks like pytables pulled in via roman-photoz.

It looks like roman-photoz disabled 3.14 testing:

and only tests against versions up to 3.12:

If I strip out the sdp dependencies (which removes roman-photoz) the regtests currently run successfully on 3.14:

Does this mean we have no regtests that depend on sdp dependencies?

roman_photoz we definitely don't at present; sdp hasn't actually run that yet.
stpreview I would have said we do, e.g.

romancal/romancal/regtest/test_mos_pipeline.py

preview_cmd = f"stpreview --observatory roman {output_filename} {thumbnail_filename} to 256 256"

though I speculate that that's silently failing in that case, so we should improve that regtest.

set_telescope_pointing is the only pysiaf user which doesn't have regression tests; it would be reasonable to add them.

Let's aim to discuss the sdp requirement handling after the release. Zach mentioned moving the sdp requirements to a dependency group.
