Retried generate jobs do not re-trigger their downstream pipelines

Since upgrading to GitLab 17.0, we've noticed that when a generate job initially fails but succeeds upon retry, the resulting downstream pipeline does not get regenerated properly. Instead it is stuck with a failure like this:

Manually clicking the "Retry" icon on the relevant trigger job in the GitLab pipeline UI causes the downstream pipeline to be regenerated successfully:
