Installation issue: regenie (missing 64bit lapack)

Steps to reproduce the issue

Simple spack install regenie triggers a whole hoist of linker errors related to lapack (the _64 suffix).

Itseems the lapack regenie is picking up is not ilp64? I don't see any variants in netlib-lapack to specify this.

I tried removing the netlib-lapack dependency and force Spack to use openblas +ilp64 in the hope that would provide a proper lapack implementation, but it seems regenie needs a couple of patches in the CMakeLists.txt to have it pick OpenBLAS up as a valid lapack implementation.

For what it's worth, I was able to reproduce the issue and have a hunch about what's going on. Regenie was linking with -llapacke and I suspect openblas has a different library we need to link against. I'm testing some things out. At the least, I can convert the netlib-lapack dependency to the virtual lapack.

Interestingly, it looks like we may have never actually using lapacke from netlib. The whole liblapacke.so handling is pretty funky so I'm not sure what "right" should be for the virtual packages. That said, I think we can fix it by just removing the -llapacke flag when using openblas for LAPACK.
I'm testing a patch now.
