MAS password config does not include unicode_normalization for migrated passwords

Describe the bug

The MAS password config generated by default doesn't include the unicode_normalization option recommended by the MAS docs.

This leads to MAS not accepting certain passwords with non-unicode characters.
The option was introduced in element-hq/matrix-authentication-service#4599, MAS v.0.17.
