Add SparkFun SEN-15242

It would be great to have the SEN-15242 NAU7802 in the parts collection, suitable for use with KiCad 8. I can perhaps do this if there's no one upstream who wants to handle it (assuming I haven't just overlooked it).

for my purposes, i'd like the schematic element ("kicad_sym") and the footprint ("kicad_mod").

i am just a dumb computer scientist, and eight, and am learning kicad as i go along--but i will definitely try! the NAU7802 itself is available (i've imported it from Ultra Librarian) so i ought be able to use that as a basis for the schematic element.
