Add support for an IoT Web Page to access log files from a browser

Basically a local IoT portal ...

When enabled would provide

• Optional Username and Password to access
• Displays files contained on the SD card
• User can select and download a file.

Nice to haves:

• Uses some javascript magic and maybe a web-socket to perform all actions
• Paginates the list of files.

This was done as part of the data logger app, not in this framework. The web interface - at least now - is fairly app specific so did it at the app level.

Leaving this open for possible future needs.
