fopen(): failed to open stream: Connection refused

I'm having issue with this library, where I have used streaming function in laravel. When I tried to open video without streaming video this works perfectly, but when I tried to open with stream function I'm having issue of fopen(): failed to open stream: Connection refused.

please let me know if this library issue or something else... because, I got suggested to change the media library and this will resolve my issue.
