temporary_directory_path Not Working

I am using S3 storage for file uploading and as a temporary directory. Using CustomPathGenerator.php I have the final saved files working and being saved in the intended directory. However, temporary uploads are still just going to the S3 Root.

I have tried updating the config property temporary_directory_path but it seems to be ignored.

Any suggestions? Thanks in advance.
