Disk named local cannot be accessed

This began happening recently, and I cannot explain why.

My environment from sail artisan about:

When running a sail artisan test, I get two tests complaining they cannot access the local disk. However, running one of the failing tests in isolation passes just fine.

While I agree that this is a permissions or ownership issue, I cannot explain why it does this only during batch testing. As seen here, new directories are created with minimal permissions when the "bad" tests are hit during a batch operation, but never when those same tests are run by themselves:
