I recently added this (see #237). Now you can do the following to register your custom event:

abstract class PaymentState extends State
{
    abstract public function color(): string;
    
    public static function config(): StateConfig
    {
        return parent::config()
            ->stateChangedEvent(CustomStateChanged::class)
        ;
    }
}
