No usable sandbox error even when using --no-sandbox

I am trying to use this to return a PDF to the user and am getting the following error:

This is on a new Ubuntu 24.04 server on AWS with no kernel updates available. But it gets even more confusing, I have set no sandbox and am still getting this error.

I have spent hours trying to figure this out with no success.
