Would it be possible to ammend pdf files into the generated one?

I'm asking because I'm working on a project that would heavely benefit from this.
Would be something like:

• view-header
• view-index
• view-footer
• page-break
• view-header
• view-content -> here i would need to iterate the many pages of the document and insert it with a 90% (custom) aspect ratio of the original to fit the page
• view-footer
