Cast String filename for adding domain

I'm storing some data in DB for watermark settings. The field file contains the filename, but I'd like to return the whole formed URL instead.
I've tried using casters but no luck. Any other way to achieve this?

{
    public bool $active;
    public ?string $file;
    public ?string $position;
    public ?float $x_axis;
    public ?float $y_axis;
    public ?float $width;
    public ?float $height;

    public static function casts(): array
    {
        return [
            'file' => 'http://localhost:8888/storage/private/'.$file
        ];
    }

    public static function group(): string
    {
        return 'watermark';
    }

Sorry, As soon I posted this I realized that I can use API Resource for returning what I want. Anyway I still want to know if this can be done through casters
