Trait "Spatie\Tags\Taggable" not found with laravel 12

i had this issue with laravel 12.8.1 , php version 8.4.2 and composer version 2.8.8 also nothing published while running

• php artisan vendor:publish --provider="Spatie\Tags\TagsServiceProvider" --tag="migrations"
  so i try to copy the migration file manually to my migrations folder and nothing happen when try to publish configuration file too
