Search with accent character and search in all translations

Hello Guys,

First, thanks for your package(s) and your work in general.
It helps us a lot...

We are Belgian developper as you are... and in Belgium, nothing is simple...

We are developping an app with all the cemeteries and churches in Belgium...
In Brussels, each church and cemetery have 2 translations...
Our application is also available in France, Spain and Swiss

The database of cemeteries and churches are filled by our client.

We are facing 2 issues...

We want to be able to search in all languages...
And we want to be able to have results event if accent character and/or upper/lowercase character are not typed in the search box...

Example: Cimetière de Liège

1. we want to have the result if someone type liege
2. if the translation does not exist in nederlands, we want the nederlands customer to be able to search in the french translation.

What's the best way to do that ?
