New Aerotech controls (including PSO)

Description of the device

We recently replaced our Aerotech motion controllers. The new EPICS controls have different options available, and we need to re-write the Aerotech support to acommodate.

Justification

Need a high-precision stage for our ID beamlines.

Special Requirements

We have to enable fly-scanning on this device using the position synchronized output.

Not sure. Should ask @yannachen or @mdwyman.

Existing Implementation

Not sure. Haven't been able to find one yet.
