Update Zig version to latest master

This PR updates the Zig toolchain version used in the devcontainer environment to the latest available master build. This update is necessary to ensure compatibility and resolve build issues encountered in the CI pipeline.

Changes:

• Modified .devcontainer/Dockerfile to update ZIG_VERSION from 0.16.0-dev.2877+627f03af9 to 0.16.0-dev.2960+ce1f7136a.

Verification:

• Verified the version update in Dockerfile.
• Ran all Go tests (go test ./...) - Passed.
• Ran all Rust tests (cargo test) in implants/ - Passed.
