7.1.0 release plan

I intend to release Sphinx 7.1.0 early next week (24-26th; though I'm open to arguments to delay).

Please let me know if there are any features or bugfixes you would like to have included in the release.

@AA-Turner for lack of a better place to ask; do Sphinx maintainers expect the number of fixed issues to increase in the second half of 2023? It's been noticeable the throughput of fixes has decreased since the Sphinx 6.2.0 release.

Hard to promise anything when working on a soley voluntary basis; sorry. Contributions (PRs, review, financial, etc) are very welcome, though.
