Make test wasm workload tag configurable in node-installer CI

This pre-release PR initially failed due to bumping the workload image tag to one that DNE exist yet. Options:

• Run this workload bump from a fork so the node-installer CI is not kicked off Would fail on merge when kicked off on main
• Make this configurable in CI to always import the previously built image tar
