This one is already marked done for us on the sandbox onboarding checklist but there isn't really any documented relationship between Spin and SpinKube in the Spin top level governance document. This is something we should discuss as a group and make some decisions on.

A few parts to this:

1. Move Spin governance document to governance repo
2. Define Spin subproject in spin governance document and document current status of how SpinKube operates independently
3. SIP to propose top level governance steering committee and process for elections

Open questions:

• Does CNCF offer a framework or blueprint for 3?
