CI: minikube install smoke test flaky

The minikube install smoke test as part of ci.yaml has been failing recently, for example https://github.com/spinframework/runtime-class-manager/actions/runs/18860583134/job/53818099767?pr=462

Try to repro locally and fix.  Not sure if test harness or actual issue.
