Update CONTRIBUTING.md

To reduce the contribution barrier, we should update our CONTRIBUTING.md.

• Describe how runtime-class-manager can be developed locally
• Describe how node-installer can be developed locally
• Reference information in README.md
• Describe how to test both (e.g. using Tilt?)

(anything I missed?)
