Add Windows builds back

https://github.com/fermyon/spin-test/pull/99 removed Windows builds because of troubles installing the WASI-SDK. I simply need to find time to bootup a Windows machine to get things working. Since I'm unaware of anyone using the Windows builds at this time, I decided not to block https://github.com/fermyon/spin-test/pull/99 on getting this to work.
