Feature request: Form Rows Component

### Description

I would like to request the integration of the `@splunk/react-ui/FormRows` component into UCC: https://splunkui.splunk.com/Packages/react-ui/FormRows.

My use case for it is having a nice UI component to enter key-value pairs like that:
