Update to Python 3.12 to be able to use in current Colab Runtimes

cant use basic-pitch for research in a Colab runtime, giving the tensorflow dependencies conflict, as it looks for old depencedies that Colab just doesnt allow no more.

Additional context
these are the depencies i am trying to install but succesfully cant due to basic-pitch
