fix: replace third-party JBang action with manual curl installation

- Remove jbangdev/setup-jbang action due to enterprise policy restrictions
- Install JBang manually using curl after Java setup
- Add JBang to PATH and verify installation
- Maintain same functionality with enterprise-compliant approach
